The two problems are separate and they run on different clocks. Security is measured in hours — an open storefront overnight in an urban corridor is an invitation, and most commercial policies expect you to mitigate the loss promptly. The permanent glass is measured in days or weeks, because anything insulated, oversized, tempered or rated is made to order.
So the sequence is always the same. Make it safe, photograph everything, board it, then take the time to spec the replacement properly. Rushing the second half is how people end up with the wrong glass, or with annealed glass in a location that legally requires tempered.
If it broke on its own
Tempered glass occasionally fails with no impact at all. The usual cause is a nickel sulphide inclusion — a microscopic contaminant that expands slowly over years until the panel releases, typically on a hot day. It is rare, it is not your fault, and it is not preventable in the field. It also tends to happen to glass from a particular production run, so if one panel goes it is worth checking whether its neighbours came from the same batch.
